Does anyonw know what these items actually do?

There isn't any way to test them very well, and Tecmo Japan hasn't posted anything about them, so we don't know for certain, but I suspect they act like their MR1 counterparts, which had the following effects while you held them in inventory:
Wind Whistle: +Spoil
Wind Drum: +Fear

And why would you WANT your monster to be more spoiled anyhow? My big problem in this game is keeping my monster from getting totally spoiled!

Then use WindDrum.
If you have both, they balance out.

What's wrong with spoiling your monster? I purposely spoil my monsters all the time and they usually turn out great.

they do not balance out. If they work as before, each one
enhances the effect of praise or scolding. This means there
is no effect unless you do one or the other, and when you
do its more useful than without the item.
