Does this mean you work the best stat until you reach 650 THEN start working on the 2nd best stat until it reaches 650 and THEN work on the 3rd best stat, etc.
i.e. [HD (1st best), HD (1st), HD (1st), HD (1st)] --> 1st best reaches 650 --> [HD (2nd), ...]
OR
Does it mean do this:
[HD (1st), HD (2nd), HD (3rd), HD (4th)] until the first reaches 650 or so, then just work on the others?
Can someone clear this up for me?

I believe that he meant to get the first to 650, working it exclusively, then work exclusively on the next better one to 650, then on to the next.
There are different theories about when to work what stat. I personally like to work what they are good at when babies, to get the most out of them at that time. I then work what they are bad at during prime. But, that's just me.
