They're an item from the Pocketstation game, Carl. They are unavailable in the US, unless you have both a copy of Monster Farm II, and a Pocketstation. They are, as Ghpoulshine mentioned, used for breeding rare (/???) monsters.
You can also use a Gameshark to get them. And I'm considering it, just so I can breed a Gentlemocchi. I want all the cards!
