It doesn't matter how many times you throw out the Wracky Doll, it will just keep coming back. You need to have a monster die on your ranch before Wracky will be unlocked, though. There are two explanations: either your dead monster's spirit inhabits the doll, or else the doll killed your monster and is now prancing around about it.
