Stars on drills

The drills change after a while. They are measured in stars. And some have gone up in 2 yet others haven't. Is this just a totally random occurrence or is there a reason for this?

At 300 points in a drill the drill will change to difficulty level 2 (2 stars)and at 700 points in that stat the drill will change again, but this time to difficulty level 3(3 stars). The stars are supposed to mean the drill becomes harder to pass, but earns you more points when you do(I've haven't really seen that big of a change in it though just what the drill looks like).

For hard drills:
3 stars = primary stat + (secondary stat/2) > 1050. In words, your hard drill will have 3 stars next to it after the total of your primary stat in training and half of your secondary stat pass 1050.
2 stars = primary stat + (secondary stat/2) >= 450 *

Once a drill gets to 2 or 3 stars, it stays there no matter what. Hengersrock has tested this out long ago, and no matter how low the stat got the stars stayed. Although it was never of real importance, so it wasn't posted. You initially get to 3 star drills by raising the main stat to 700.
