is it possible to change probability to 100% chance to obtain certain monsters say jelaydon or any dragons? if not how do i increase saucer stone drop rate? or maybe meet more dragons more often in battle? i need either lisa shock or atleast somebody whos monster breeder skills whom surpass my own in otherwords an elite breeder or a personal guru its kinda important

Nope, you can't change the percentages. You could get CDs or DVDs to make a Dragon, but that's probably taking the easy way out. Remember that most public libraries have DVD collections they loan out, so you can get a pretty good monster collection from disc for free.
